Planning Commission backs rezoning for eight-bay contractor-flex building at Shamrock Park

The Lee Summit Planning Commission unanimously recommended approval March 12 for PL2026-00002, a rezoning from CP2 to CS and a preliminary development plan to build a 10,395-square-foot contractor/flex building at Shamrock Business Park.
Applicant Matt Sllesh described an eight-unit building with individual overhead doors, a mix of flat and corrugated metal panels and brick veneer, and site access from Southeast 30th Street. He requested three modifications: reduced setbacks on the west and south sides (site constraints and existing utility alignment), and a waiver of a M-150 overlay sidewalk requirement because there is no adjacent sidewalk system to connect to. On the south property line the applicant proposed a medium-impact planting buffer augmented with additional evergreen trees in lieu of a masonry wall.
Planner Adair Bright told commissioners staff supported the requested modifications because the business park context and existing vegetation meet the intent of the code: “Staff is supportive of the requested modification as the development plan continues to meet landscaping requirements,” Bright said. Staff noted a February neighborhood meeting had no attendees.
Commissioners asked about parking and maneuvering for the tenant bays; the applicant said the stalls in front of bays would be tenant-assigned and the design anticipates smaller contractor/garage users rather than frequent large semi-truck maneuvering.
The commission voted by roll call to recommend approval; staff will record conditions of approval and the application will proceed to City Council for final action.
What’s next: The applicant must meet the conditions shown in staff’s report (landscaping, finalized materials and site details). The council will receive the commission’s recommendation for its decision.
