City Council refers rezoning to Planning & Zoning, approves fireworks contract and enters closed session

At its March 24 meeting the Milligville City Council moved through routine business and several new-business items: a rezoning ordinance was read for the first time and referred to the Planning & Zoning Commission, a fireworks contract for the Independence Day celebration was authorized by resolution, and the council voted to enter a closed session to discuss a real-estate matter and potential litigation.
Clerk read Ordinance 0-2603-12 by caption for a first reading. The ordinance would rezone approximately 0.94 acres at 394 Broad Street (Central State, Bowwing County Tax Map 072 00163) from Office Institutional to Single-Family Residential 1 (SFR1). The clerk stated the property owner as the Southern Crescent Sexual Assault and Child Advocacy Center, Inc., and the applicant as Terry Willie. The council referred the matter to the Planning & Zoning Commission for further consideration; no final vote on the rezoning occurred at this meeting.
The council then considered Resolution R-2603-10, authorizing a contract with Pyro Technico to provide fireworks during the Independence Day celebration. "You have heard the resolution. Is there a motion to adopt?" the clerk asked; the resolution received a motion and second and carried on a roll-call vote with members present voting in the affirmative.
Later in the meeting council members moved, seconded and voted to enter closed session to discuss a real-estate matter and potential litigation; the clerk recorded the roll-call votes to approve the closed session. The council reconvened in open session later and then adjourned.
Other actions during the meeting included adoption of the March 10, 2026 minutes with a correction to list a member's vote, and routine proclamations recognizing April observances. The first-reading referral, the fireworks contract approval, and the closed-session vote were the primary formal actions recorded in the March 24 proceedings.
