Council approves $200,000 budget amendment to cover legal invoices after higher-than-expected litigation costs

The Ceres City Council on May 12 approved a $200,000 budget amendment to the FY25 general fund to pay outstanding legal invoices and meet expected legal costs through the end of the fiscal year.
City Manager Douglas Dunford said the original FY25 legal-services allocation ($219,000) had been exceeded because the city faced more litigation and unanticipated legal work than projected. "Approval of this item will increase appropriations in the fiscal year 25 general fund budget by $200,000," he told council.
Council members asked for more timely financial reporting and suggested quarterly budget reviews to provide earlier warning of shortfalls. Council Member James Casey and others raised concerns about seeing invoices or earlier notice; Casey said recurring surprises like this have prompted calls for closer budget oversight.
The motion to appropriate $200,000 from general fund reserves passed 4–1, with Mayor Javier Lopez voting no. Staff said invoices will be paid as presented and that longer-term changes to budgeting and monitoring will be discussed for the next fiscal year.
