Ceres council adopts corrected housing element resolution to satisfy state review

The Ceres City Council on May 12 adopted a revised resolution (2025‑027) correcting language the California Department of Housing and Community Development (HCD) requested after staff transmitted the city’s 2023–2031 housing element for review.
Nia from Community Development explained that HCD identified specific wording and finding errors related to allocations for lower-income households and certain parcels the city relies on in its plan. The revision does not change the substance of the housing element or the city’s obligations; it updates findings so the state can complete its review and acceptance.
Council members voted 5–0 to adopt the corrected resolution. Staff had included a redline in the packet so council and the public could see the narrowly tailored edits required by HCD.
What’s next: With the corrected resolution adopted, staff will transmit the revised language to HCD and seek the department’s formal acceptance so the city’s housing element is in compliance with state law.
