Larimer County adopts amended rubbish ordinance after procedural reopening

Larimer County commissioners adopted an amendment to the county ordinance on accumulation and removal of rubbish (file 25-COD0289) on March 23, 2026 after reopening the item to correct a clerical procedure.

Amy White, the county’s code compliance supervisor, told the board earlier in the hearing that staff was presenting the ordinance for third reading because prior publication notices may have contained clerical errors. After the board proceeded to other business and approved a short-term rental item, County Attorney Christine Lexerson notified the commission that a formal motion and adoption vote were required to complete the ordinance’s third reading.

The board reopened the ordinance item, opened and closed public comment (no speakers), and Commissioner Stevens moved to adopt the 2025 rubbish-ordinance amendment on third reading, file number 25-COD0289. The board approved the motion 3-0.

Amy White had indicated during the staff presentation that the ordinance would be published for 30 days and would become effective 30 days after publication. Commissioners took no further substantive amendments on the floor during the vote and directed staff to complete the remaining procedural steps for publication and implementation.

Next steps: staff will publish the ordinance as required and set the effective date 30 days after publication.
