Community Development Director Robbie Smith told the council the extension simply maintains standards previously adopted to implement recent state housing laws. "The act for you today is simply to extend the interim ordinance that you previously adopted," Smith said, adding staff expects to return with a permanent, omnibus ordinance addressing multiple state law changes in the next three to four months.
Smith framed the extension as a continuity measure while staff completes more detailed drafting. The ordinance referenced in the meeting was identified as Ordinance No. 2334 and staff cited recent state legislation by name during the presentation.
There was no public comment during the hearing. A council member moved and a second were recorded; the deputy city clerk called the roll and each member voted in favor. The council’s action preserves the city's current ministerial review process for starter-home projects pending the permanent ordinance.
Staff said they will continue drafting the permanent ordinance and return to council with proposed language and recommended timelines for adopting the replacement measures.
