The Emergency Preparedness & Response Committee on April 7 approved a motion recommending that the town proceed with a Genesys sound survey to assess the feasibility of installing LRAD‑style audible alert speakers in Los Altos Hills.
The mass‑notification subcommittee presented two vendor responses: Genesys (quoted $30,000 and offered a $15,000 credit toward future equipment purchases) and Federal Signal/Westshore (quoted $26,800 with no credit). The subcommittee recommended Genesys in part because of the credit and positive references from other jurisdictions.
Committee members discussed the survey scope (initial focus on west of Highway 280 and areas with poor cell coverage), constraints of mobile systems (high cost and tow logistics) and that speaker installations are expensive (on tall poles, estimated roughly $100,000–$120,000 per fixed pole). The subcommittee advised that the survey will include on‑site measurements and software modeling and that results will be used to overlay speaker locations with cellular coverage maps to prioritize installations.
A motion to recommend the city manager proceed with Genesys for the proposed sound survey passed by roll call. The committee recorded a roll call vote in favor and directed staff to transmit the recommendation to the acting city manager.
