Board backs consulting and inter-county DUI arrangement to meet state behavioral-health requirements

The Sierra County Board approved two related actions intended to help the county comply with state behavioral-health and DUI program requirements.
Cheryl Prince McMillan, director of behavioral health, described a consulting agreement not to exceed $75,000 to help integrate mental-health and substance-use-disorder systems and to train staff. “She is gonna come in and help us meet all these state requirements without us hiring another full-time position,” Prince McMillan said. The board approved the consulting contract by roll-call vote.
Prince McMillan also presented a memorandum of understanding with Nevada County to host a DUI program the county lacks staff to run. She said Nevada County agreed to provide the service — including an online option — at no cost to Sierra County, which will satisfy a state corrective-action plan requiring a DUI program. Board members supported the approach and approved the MOU by roll call.
Both actions were presented as ways to meet state requirements without adding permanent county positions. The consulting contract funds county staff training and policy changes; the MOU provides a program option for defendants and residents through Nevada County’s existing online program.
