Youngstown police on March 18 asked the Finance Committee to use police project funds to renew the city's ShotSpotter contract and to appropriate state reimbursements into a training project.
Sean Corpolo of the Police Department said the renewal request would be paid from the police project reserve and "it covers the original 2 miles that we've always had." He told council staff are still waiting on the result of a grant application that would fund any geographic extension; council members asked for a coverage map so residents can know whether their neighborhoods are included.
Separately, staff asked the committee to appropriate roughly $202,000 in state-mandated training reimbursements into a police training project. "It is only used for training," a department representative said, explaining the monies are restricted and are reported annually to the state.
Council members asked for clarification on the funds' separate purposes: the project reserve (for items such as ShotSpotter or school-zone signage maintenance) and the training reimbursement fund (restricted to training expenses). The committee forwarded the related budget items to the Council floor as part of the omnibus motion.
