Representative Goule told committee members he intends to bring a resolution and companion legislation to the next meeting to revise the District’s kindergarten eligibility and deferral policy.
He said the current policy—he argued—forces some four‑year‑olds into kindergarten and onto IEPs inappropriately. "No state forces four‑year‑olds to go to kindergarten and then forces them onto an IEP. I mean, it just doesn't make any sense what we're doing in the city," Goule said, describing his plan to keep the Sept. 30 cutoff but offer a one‑year deferral for children born between June 15 (or June 16) and Sept. 30 who are attending a DC‑based preK4 program.
Goule said he will reach out to the Deputy Mayor and to agencies for information and will circulate a draft resolution and bill for committee review. He signaled the proposal could prompt debate and described it as both a resolution and formal legislation to change the rule. The committee did not vote on the policy change at this meeting; Goule said he will bring the item to committee for review at the next meeting so members can participate in drafting and consider potential amendments.
Members noted the importance of aligning any change with neighboring jurisdictions (several members cited differences with Maryland and Florida cutoffs) and asked staff to circulate materials and collect questions from members who were absent.
