The Cottage Grove City Council on March 18, 2026 approved rezoning and a preliminary plat for a 177‑lot development called Talcott Glenn, proposed by Lennar on a 69.5‑acre parcel west of Hadley Avenue and 95th Street South.
Planner Max Erickson told the council the project rezones the site from AG2 to R4 transitional residential at a proposed density of about 2.95 units per acre and will require extension of 95th Street and related right‑of‑way work. The developer’s plan includes five outlots for stormwater and other utilities, an emergency access connection to Marathon gas property for interim fire access, and trail connections to an existing regional trail that currently ends at Strawberry Fields Park.
Neighbors at a February 10 meeting flagged concerns about removal of established trees within the proposed 95th Street alignment. Erickson said staff will work with the developer and affected landowners to provide screening and tree plantings; Lennar’s representative, Steve Troskey, said Lennar has committed to working with the adjacent homeowners association on a privacy fence and screening.
Traffic and pedestrian safety issues were discussed: staff described a proposed mid‑block pedestrian crossing along the extended 95th Street and said sightlines, signage and pavement markings would be used rather than a refuge island due to the narrower road cross‑section.
The council adopted Ordinance 1109 (rezoning) and Resolution 2026‑044 (preliminary plat) on voice votes. Mayor Bailey and council members endorsed moving the project forward while noting the developer must resolve tree‑mitigation details and final engineering.
Price range and housing type: Lennar representative Steve Troskey told the council the expected sale prices would be broadly in the mid‑$400,000s to roughly $700,000, with a mix of slab‑on‑grade and basement options; the development will be owner‑occupied single‑family homes.
Next steps: The developer must finalize grading, stormwater, and the landscape/mitigation plans before final plat approval; the city will coordinate any required land‑use modifications and right‑of‑way deeds for the 95th Street extension.
