Macomb staff said the city has secured a place on the Environmental Protection Agency’s final list for a State Revolving Fund loan totaling $37 million with $6 million in principal forgiveness for the new water plant.
Public Works Director Alice Orman said the city made the final list and will now prepare authorizing ordinances and the paperwork needed for council approval so the project can proceed to bid. Orman said staff plans to contract the well drilling separately — hiring a well driller directly for the wells — and put the remaining plant equipment, tanks and piping into a second contract to avoid a general‑contractor markup on specialized well work and to reduce lead times.
"We are approved for $37 million with $6 million in principal forgiveness," Orman told the council. The approach reflects scheduling concerns for well drillers, who have long lead times, and aims to accelerate portions of the work while allowing the larger plant procurement to proceed on its own schedule.
Staff will bring ordinances and procurement plans to council for formal approval before work is let to bid.
