The Tupelo Planning and Zoning Committee voted to table a proposed 80‑lot major subdivision off Locust Lane after staff and committee members raised unresolved technical and coordination problems including fire‑apparatus access, a watershed/ditch shown on the plat, and the proposal to tie a street into an existing, platted subdivision.
Dylan Spec, the applicant and developer, presented the subdivision concept and said he was working to secure an approach road connection; he acknowledged he did not yet have a formal contract for the adjoining property where the road would connect. "We're in the process of getting that approach," Spec said, adding he looked forward to working with the adjacent subdivision and city staff.
Neighbors and local builders urged caution. Mark Utley Jr., who said his family developed nearby Westwind and Shady Oaks and that he is currently building in Shady Oaks, told the committee he had not been consulted about the proposed connection and warned that routing a road through Westwind "would require replatting sections of your subdivision" or changes to the applicant’s plat to harmonize with existing phases.
Development services staff and legal counsel told the committee the plan in its current form could not be approved. Staff recommended tabling the matter rather than denying it because a denial would trigger a one‑year resubmission restriction. The committee voted to table the item with explicit instructions that the applicant secure plan‑review approvals (fire, public works, water and light and plan review) and coordinate with adjacent property owners before returning.
The committee and staff agreed to meet with the applicant and neighbors in the coming weeks to resolve the technical issues; the rezoning that accompanies the project will proceed separately to city council. The committee said the subdivision will remain on the agenda month‑to‑month while the applicant works to address plan‑review conditions.
