Staff explained the text amendment would change section 693 C of the Hampshire zoning ordinance to permit automobile sales lots as a special use in M2; because a text change applies to all M2 districts, staff and commissioners emphasized that the special‑use review for any individual site allows the commission and village board to evaluate and place conditions on particular proposals.
Staff described the subject property as improved with an approximately 21,000‑square‑foot single‑story building currently used as a truck repair center with accessory office space and some on‑site storage of tractor‑trailers; staff said no public comments were received by the publication date and provided recommended findings of fact in the packet.
Corey K, a commercial‑realty representative for the petitioner, told the commission the proposal is intended to allow the petitioner to retail company‑owned fleet trucks that are cycled out (around 250,000 miles) and is not intended to establish a general passenger‑vehicle dealership. "This is strictly for truck sales," Corey K said, adding the sales are of company‑owned fleet vehicles.
Commissioners discussed whether the code text should be narrowly worded or left broad, and agreed they could recommend a site‑specific limitation through the special‑use motion. The commission then voted to recommend approval of the text amendment (PC‑24‑D11) and to recommend approval of the special‑use permit for a tractor‑trailer sales lot at 167 Flanigan Road; recorded votes were affirmative by the commissioners present.
