Planning commission recommends annexation and rezoning for lot at Route 20 and I‑90

The Hampshire Planning and Zoning Commission voted to recommend annexation and rezoning of a vacant lot at the southeast corner of U.S. Route 20 and Interstate 90 from E1 (estate) to M2 (general industrial). The commission adopted the staff findings of fact and forwarded the recommendation to the village board.

Staff member Mr K told the commission the parcel is currently undeveloped and that the petitioner, Z Investments LLC, is seeking the map amendment to align the property with adjacent industrial zoning. Mr K said staff provided recommended findings of fact in the packet and did not recommend any conditions of approval.

Attorney Scott Richmond, representing the petitioner, said the rezoning is intended to make the property marketable and compatible with surrounding M2 uses so it can be developed in a cohesive manner. David Ziggler, identified as the principal of Z Investments LLC, was present as the petitioner’s representative.

"We're trying to zone it to ... get it in conformance with the surrounding properties and make the property more marketable," Richmond said.

The commission recorded affirmative roll‑call votes from Commissioner Doigh, Chairwoman Kleene, Commissioner Edgar, and Commissioner Ross. The motion language used was to accept and adopt the staff findings of fact and recommend approval of PC‑24‑9 (annexation and rezoning) as presented in the agenda supplement.

The recommendation will be considered by the village board at its next meeting on December 5, 2024, as noted in the packet.
