Committee recommends fee waivers up to $7,215 for historic River Road renovation

The Committee of the Whole recommended July 14 that the City Council waive certain planning, zoning and utility fees for the renovation of a historic structure at 3 S. 580 River Road.
Community and Economic Development Director Amy Emery presented a request from property owner John Bowwig, who is renovating the former blacksmith shop for PS Flowers. Amy said the site's historic status and location inside a TIF district make it eligible for fee relief and that staff estimated an upper-end waiver amount of $7,215 (the exact amount depends on the number and type of variances or zoning applications ultimately needed). "The total amount on the upper end is $7,215," Amy Emery said during the presentation.
Aldermen asked clarifying questions about which fees are being waived (staff time, application and utility fees rather than materials or capital construction costs) and how the fee formulas are calculated. Alderman Kenberg moved and Alderman Davalos seconded a recommendation to waive fees for 3 S. 580 River Road in an amount not to exceed $7,215; the committee approved the recommendation by voice vote and will forward the item to the City Council for final action.
Staff said the waiver is intended to support the rehabilitation of a building that contributes to the character of the Old Town area and complements broader revitalization planning for nearby properties.
