Board approves $16,170 contract to maintain legacy behavioral-health records during EHR migration

The Sierra County Board of Supervisors approved an agreement on March 9 with Kingsview/Oracle for continued housing of two legacy behavioral-health record systems while staff migrate records into the county's new SmartCare electronic health record.
Cheryl McMillan, speaking for behavioral health, told the board the county must retain older records for statutory retention periods (juvenile records 20 years, adult records 10 years) and that the purchase covers two connections to legacy systems used by the department. She said the county had relied previously on a Kingsview-managed arrangement during migration between earlier systems and the new provider.
"We are just wanting to extend that relationship," McMillan said, explaining the contract will avoid an indefinite maintenance charge while staff move records into SmartCare.
Supervisors asked why two connections were needed; McMillan said the county previously used separate systems (Anasazi and Credible) and both sets of legacy records must be preserved and migrated. Board members asked that IT staff review security as migration proceeds.
The contract amount was described as not to exceed $16,170 and will be covered from the county's MHSA innovations allocation dedicated this year to electronic health records.
A motion to approve the agreement passed by roll call. The board recorded unanimous support in the meeting vote.
No additional conditions or timeline for the full migration were specified during the discussion.
