The council on April 15 authorized the city manager to sign an amendment extending a memorandum of understanding with the Vineyard 1 applicant to allow more time to prepare a proposed 64‑unit project and ancillary documents. Community Development Director Brian Swanson said staff and the applicant are preparing the project materials and that the MOU extension clarifies the timeline and records notice that, should the city grant final approval of the 64‑unit project by May 6, 2026, the applicant will withdraw its builder's remedy application.
Swanson told council the extension preserves the city’s discretion on project approvals and may be recorded in county records so any subsequent property owner is on notice of the MOU obligations. A representative for the applicant, Sashneel Patel of City Connect Partners, urged the council to grant the short extension, describing it as a final step to cross t’s and dot i’s before returning the project for final action.
Council approved the staff recommendation to authorize the City Manager to sign the amendment by voice vote (5–0). Staff said the item will return to council as a final map and for related actions including Williamson Act cancellation if the applicant proceeds on the stated timeline.
