Saratoga council authorizes RFP, names two-person screening panel for city manager search

The Saratoga City Council voted 5–0 on Feb. 4 to authorize staff to issue a request for proposals to hire an executive search firm to lead the city manager recruitment.
Monica LaBoisier, the city's human resources manager, told the council the RFP would be issued the following day, proposals would be due Feb. 19, firms would be interviewed on Feb. 24 and a contract executed by March 4 at a cost not to exceed $40,000. The tentative recruitment launch date is March 16, with a goal of the new city manager starting after July 1.
The council also approved forming a screening committee to review proposals and select firms for interview. A council member moved to authorize the HR manager to proceed with the RFP and nominated Mayor Page and Vice Mayor O'Hara as the two-person screening subcommittee; the motion carried unanimously.
During discussion, members and public speakers suggested adding a public session to collect community input on the attributes the council should seek in a city manager and encouraged staff to consider internal candidates. A resident who supports the acting manager, Leslie Arroyo, urged the council to consider an internal appointment to save time and money.
The council recorded the key dates for proposal submission, interviews and contract execution and directed staff to proceed within the $40,000 budget cap. The council is scheduled to interview search firms on Feb. 24.
The RFP authorization is procedural; the council will return to review proposals and select a firm for the executive recruitment work.
