Minnetonka releases 266-page draft of zoning update; staff plans summer public engagement

Planning staff told the Minnetonka City Council on March 2 that ZoneCo has delivered draft zoning language organized in three modules — permitted uses, development standards, and administration — and that staff will run an eight-month review and engagement process.
"As of Friday of last week, Julie and I have actually received draft module 1 and module 2 ... It's 266 pages," the planner said, laying out a schedule of staff and community work-group review in April, ZoneCo workshops in May, storyboard materials and educational videos in June, and planning commission public hearings late in the year with final council consideration afterward.
Staff said module 1 covers the new zoning districts and permitted uses, module 2 covers development standards such as setbacks, heights and landscaping, and module 3 covers nonconformities, administration and glossary. The plan includes a mix of in-person and virtual outreach: social media, tabling at farmers markets and virtual planning hours to make the draft accessible.
Council members praised the outreach plan and suggested storyboards and clear summaries of likely impacts (for example, which provisions would affect minimum lot size or parking) so residents can focus on key tradeoffs during public engagement.
Staff emphasized that the draft remains under review and will be adjusted based on work-group and public feedback.
