The submissions vary widely in scale and intent: single‑family lot concepts, small clustered developments of a handful of units, and larger multi‑unit concepts (one filing sketches a 98‑unit concept).
Bradford said staff has been responding to HCD and to public comment; the town’s review has identified material gaps in several SP330 submissions, including lack of demonstrated access/easement details, unresolved Williamson Act and topography constraints, and questions about whether proposed road and fire access would meet town and fire‑marshal standards. Staff also noted that the Twin Oaks team withdrew an earlier 334‑unit preliminary application after council negotiation last year. Bradford said the town anticipates continued correspondence with HCD and that commissioners should expect ongoing, potentially rapid, follow‑up as HCD reviews the town’s housing element amendments.
The update was informational; commissioners asked staff to remain ready to respond to HCD and to consider placeholder dates for any necessary special meetings if HCD returns comments that require fast action.
