Board approves tuition and fees for 2026-27, certifies debt-policy compliance and extends Norfolk Southern easement

It then recommended that the full board adopt a resolution certifying that Radford University is in compliance with its debt-management policy; the university reported a debt-burden ratio of 2.78%, well under the allowable 7%. The board adopted the certification resolution by voice vote.
The committee also recommended approval of the proposed 2026-27 tuition and fees (materials provided in the board packet). After brief discussion acknowledging affordability concerns, the board moved, seconded and adopted the tuition-and-fees resolution by voice vote.
Finally, the board approved a resolution extending a temporary construction easement with Norfolk Southern. The administration characterized this as a limited, construction-related extension; the board adopted the resolution by voice vote.
The administration said it will continue to monitor fiscal impacts (including noted liabilities to athletics from NCAA settlements) and will provide budget and implementation details in future materials to support the tuition decisions.
