Open Space & Trails Director Gary Tenebalam said the draft reflects roughly a year of public outreach and more than 1,000 “touch points” with stakeholders, plus 26 independent ecological reports and a formal visitor‑use study. The update frames Northstar as a nature preserve and defines conservation values, desired conditions, 42 actions and 39 monitoring indicators that staff will track against thresholds to trigger adaptive management responses.
