Staff said the amendment does not change the approved building footprint, site layout or parking and recommended conditions that deliveries comply with Cannabis Control Commission regulations and that delivery vehicles be dispatched from the facility only and not queue or idle on Lechant Street or adjacent public ways.
A staff member read an email from Police Chief Mcavee saying the police department had "no issue or concerns [with] the delivery of cannabis in the city," and the applicant asked for an administrative correction to reflect the business entity as Stella 51 LLC in the decision paperwork. The board closed the public hearing and later voted to grant the special-permit amendment under the drafted conditions.
The decision record cited compliance with the Cannabis Control Commission rules (recorded in the meeting as "935 CMR500") and retained all terms and findings from the original permit. The board noted the amendment’s compatibility with the industrial character of the East Gardner industrial area and said the amendment would not increase the facility’s footprint or change parking.
The vote followed the public hearing and staff presentations; board members recorded an opposing vote but the motion carried. The board will file the corrected decision paperwork reflecting the applicant entity name and the agreed conditions.
