Palatka identifies 118 city-owned vacant lots; 41 eyed for redevelopment

City staff told the Palatka City Commission on March 12 that the city inventory includes 118 vacant parcels under municipal ownership and that preliminary assessments classify 41 as available for potential redevelopment, 31 as having limited opportunity and 46 as non-developable.
"There are 118 city-owned vacant lots of which 41 are preliminarily determined to be available for potential redevelopment," the city manager said, noting that 11 lots had been adopted by the commission in 2023 for affordable-housing purposes under the Live Local program.
Staff said they will hold a workshop to review lots being considered for disposition or development and will provide maps and an assessment framework to commissioners. The city is also assessing which parcels could be used to support affordable housing projects and will circulate a list and schedules to commissioners in advance of the workshop.
Why it matters: city-owned parcels can be a quick lever for housing, economic development or public amenities, but disposition requires transparency about restrictions, appraisal and funding uses. Commissioners asked that the vacant-lot topic be added to the April 20 workshop date discussed earlier in the meeting.
What’s next: staff will compile a list of available lots and supporting analysis for the upcoming workshop and will include information about constraints and recommended next steps for each parcel.
