Performance Services outlined how its integrated design‑build model consolidates accountability and seeks to limit change orders by resolving risk on the front end. The firm said it could conduct a facilities assessment to help the county decide whether to consolidate or renovate properties, evaluate accessibility and ADA needs, and identify phasing and funding options. The company also described optional follow‑up services (energy audits, performance contracting and grant writing).
Kate Sawyer said Performance Services would prepare a scope of work at no charge and suggested a memorandum of understanding that would obligate no project work unless the county authorizes it; the firm’s only request was to be considered for the design‑build procurement if the county moves forward with a resulting project.
