Jocelyn Finn, staff in the city manager’s office, presented the proposed FY 2026–27 program: a recommended total of $97,500 (including secured grants, street closure support and a competitive pool). Staff noted a $10,000 request from the Chamber of Commerce to support Saratoga Nights and a larger request for portable stage equipment; another organization (Hakone Foundation) indicated it would forgo $5,200 this cycle.
Speakers from the public and organizations expressed mixed views. Chamber representative Jim Cargill described rising costs for events and proposed that a portable stage might best be purchased and maintained by the city for shared use. Resident Bill Dalton urged tighter spending controls and recommended that grant recipients provide receipts for prior years so the council can see how taxpayer funds were used.
Councilmembers said they value community events but expressed concern about budget constraints and asked for more detailed reporting. Tina (Vice Mayor Walia) and others requested a high‑level, bucketed summary of last year’s expenditures for larger grants and suggested policy edits to define allowable sponsorships and fundraising. Staff agreed to provide a follow‑up report with bucketed receipts and a summary of secured/competitive spending prior to final allocations.
Council action: A motion to approve the budget at prior year levels (secured grants reduced by the temporary $5,200 withdrawal and a competitive pool held at $8,000) passed. The council also directed staff to refine the draft policy language on organization eligibility (clarifying non‑profit vs. unincorporated community groups), to require extra documentation for substantial increases, and to return with the requested spending breakdown.
