Keokuk council approves consent agenda and several routine contracts, fee changes and property actions

Consent agenda: Council approved minutes from the March 5 meeting, cash receipts and the treasurer’s report for February, and authorized submission of an FAA Airport Improvement Program grant application (FAA AIP number listed in the packet). The council also approved liquor licenses for Angelina’s/Angelini’s Pizza (1016 Main Street), the Elks Lodge (2200 Lincoln Avenue) and H High Fast and Fresh (3001 Main Street) and authorized payment of bills and transfers listed in the register.
Contracts and purchases: Council awarded the alley pavement replacement contract (approximately 110 linear feet at the easterly end between Fourth and Fifth streets, Main to Blondo) to Hickey Contracting for $32,000 with cost-sharing from Keokuk Waterworks ($5,000) and the Hotel Iowa owner ($5,000). The council accepted the low demolition bid for 405 Morgan Street (abandoned fire‑damaged multiunit conversion) and authorized the mayor to sign a demolition contract; bank funds of $10,000 were noted toward that demolition.
Fees and policy changes: The council approved the Rand Park Pavilion Commission’s fee schedule increases (nonprofit, wedding and various time‑frame rates increased; deposits unchanged). It also approved a resolution terminating the electric franchise fee rebate program for select major industrial users effective with the next fiscal year; staff said the policy will allow June bills under the existing year to be processed but ends the rebate going forward as part of budget balancing.
Property and procurement: Council rescinded Resolution 42‑2026 related to a Keokuk Neighborhood Initiative lot after staff determined procedural public‑bid and urban renewal notice requirements were not followed; the lot will be re‑offered through a straight public bid process. Several other routine agenda items, including the airport-related resolutions and the Eocene professional services agreement, were also approved during the meeting.
The meeting closed with committee scheduling and staff updates on the Brownfield remediation bid timeline and potential redevelopment opportunities.
