The Keokuk City Council approved a contract award and associated administration services for a reconstruction and lighting project at the Keokuk Municipal Airport.
Staff said the taxiway and D‑lighting project had been included in the airport five‑year capital plan and required a public hearing before the city could accept plans and move forward with grant applications. Council opened the hearing and heard an overview from Brian (staff), who said the project is about 90–95% federally funded through FAA Airport Improvement Program grants; the remaining local match has been budgeted in the FY27 infrastructure portion of local option sales tax.
McClure Engineering reviewed three bids received and recommended awarding the construction contract to the lowest responsive bidder, Voltmore Incorporated, subject to FAA funding release. McClure also presented a task order for construction administration and grant closeout services totaling $96,272 ($81,512 for construction administration and $14,760 for grant closeout), with a small local match for administration budgeted. Council discussed whether an electrical subconsultant was included in the scope and agreed staff would confirm; if not, the task order may be amended.
Council moved, seconded and voted to approve the contract award and the construction administration/grant closeout task order. Staff noted the city will proceed contingent on the release of FAA Airport Improvement Program funds that would cover approximately 95% of eligible project costs.
