The Cookeville City Council on March 5 authorized a memorandum of understanding with CHM Cookeville LLC to establish responsibilities for roadway and waterline work related to the Willows shopping center development.
Mr. Ward told the council the developer (CHM Cookeville LLC, identified in the transcript as the developer of the Target and Home Depot shopping center commonly called the Willows) will complete full-depth reclamation of approximately 1,300 linear feet of Greengate Lane at its own cost. After the city approves the work, the city will perform final paving under the city’s contract; staff estimated the paving cost at $115,000, to be reimbursed by the developer. Mr. Ward also said the project requires relocation of an existing 10-inch water line for roughly 440 feet along the I-40 right-of-way at an estimated city cost of $57,600. He said the waterline relocation is expected to be completed by April 30, and the developer requested paving be completed by July 19, subject to contractor scheduling and weather.
Council members discussed the project’s role in needed infrastructure improvements and potential sales-tax revenue once stores open. A motion to authorize the city manager to execute the MOU was made by Councilman Baji and seconded by Councilman Walker; the council approved the authorization unanimously (5-0).
Staff recommended and the council approved the authorization; the MOU establishes responsibilities and anticipated timelines but does not itself obligate final payment beyond the reimbursement arrangement described by staff.
