Oldham County reviewers flag sewer, stormwater and traffic issues for proposed Crestwood apartments

Assistant Director Anna Barge opened the Oldham County Technical Review Committee meeting on March 18, 2026, and introduced TRC‑26‑00002, the Crestwood Apartment Development, a proposed rezoning and staged apartment project on land currently associated with Camp Crestwood and owned by the Assemblies of God.

Joshua Gedney, an architect with Encompass Design, Develop and Construct, told the committee the proposal would rezone the parcel from R2 to R4 and build three three‑story apartment buildings with roughly 135 parking spaces. Gedney said the developer plans a staged delivery of units — “75 the first year” — but gave inconsistent total unit counts and said the final number was not recalled during the presentation.

Planning Department planner John Hine told the applicant to submit a zoning map amendment and a development plan to the Planning Commission and asked the applicant to add bedroom counts by unit type, building heights, utility locations and a landscape and lighting plan that conforms to Division 300 and 310.
