Martinsville board approves $39,200 engineering supplement for Maple Hills utility extension

The Martinsville Board of Works and Safety on March 23 approved a $39,200 supplemental agreement with United Consulting to complete design work for water and sewer lines serving the proposed Maple Hills subdivision.
Dan Barrett, project manager with United Consulting, told the board the work is roughly "90% completion" on design and permitting and that the supplement would cover additional plan and profile sheets and permit modification efforts. "Since we've already designed the project, we've already permitted the project. What the supplement does, it covers the additional design effort," Barrett said.
The subdivision, introduced to the board by a city official as "Maple Hills," would cover about 65 acres and ultimately include an estimated 168 homes, south of Faith Missionary Church between State Road 44 and State Road 252. The city asked the board to approve engineering for roughly 1,000 feet of 8-inch water and 8-inch sewer main to be built parallel to a new divided two-lane entrance.
City staff described the funding plan: initial payment would come from the city's internal funds and then be reimbursed by the county using ARPA (American Rescue Plan Act) funds. "Initially, we'll be paying it from the [city] funds and then we will be reimbursed by the county using their ARPA funds," a city staff member said.
Barrett outlined a compressed schedule: return to bid in early summer, construction in late summer into early fall, and completion by the end of the calendar year. Board members pressed on timing and financial risk; Barrett said a missed deadline could leave the city responsible for costs if reimbursement deadlines are not met.
A board member moved to approve Supplemental Agreement No. 1 with United Consulting for $39,200; the motion was seconded and approved by voice vote. The board directed staff to proceed with final design and to coordinate permitting and bidding on the described timeline.
Next steps identified at the meeting include finalizing the amended engineering plans, proceeding to advertising for bids, and returning with additional project schedule and funding confirmations as work progresses.
