Council approves two position conversions and votes to enter closed session for personnel matters

At the March 9 meeting the Portage Common Council approved several personnel changes and voted to enter closed session for employment-related matters.
The council approved converting the Utility Manager position into a Deputy Director of Public Works to add redundancy and broaden oversight of municipal services (streets, engineering, airport management, permitting, building maintenance and water). The HR committee had previously discussed the position and a council member noted a job-description correction in the posted materials.
The council also approved converting a police department captain position to a detective-lieutenant role to reflect investigative needs. Both motions were moved, seconded and passed by roll call.
Later in the meeting the council moved into closed session under Wisconsin Statute 19.85(1)(c) to consider employment, promotion, compensation or performance evaluation data for public employees; the motion carried on a roll call vote.
