Planning commission continues Forest Lawn Cathedral City specific plan to April 15 after design and cremation‑limit concerns

The Planning Commission on March 18 continued consideration of the Forest Lawn Cathedral City specific plan — a package that includes a general plan amendment and change of zone for roughly 10 acres at the southwest corner of Deval and Ramon Roads — to its April 15 meeting after commissioners asked for clearer architectural visuals and tighter assurances about future operational changes.

Planning staff explained the specific plan would streamline long-term phased development of the site, which Forest Lawn acquired in stages. Staff said buildout could eventually include roughly 30,000 square feet of occupied space, about 315,000 square feet of non-occupied interment-related area and some 84,000 square feet of interment space; staff also transmitted revised conditions that add an annexation requirement into the city’s community facilities district (applicable to occupied space only).

Forest Lawn representatives said the south area would be built in phases over many years and emphasized that operations would not meaningfully intensify: Forest Lawn’s local vice president, John Ael, said services currently run about three to four per day with 60–80 attendees and that the company anticipates at most one additional service per day and four additional employees at full buildout. Brian Emerson, the project architect, described two‑story mausoleum and columbarium buildings and explained the applicant is proposing architectural elements such as stepped second-floor setbacks, arcades and clerestory openings to avoid blank 45-foot walls facing adjacent properties.

Commissioners asked detailed questions about potential shading, privacy and visual massing for the adjoining Desert Shadows RV Resort and about crematorium capacity and South Coast Air Quality Management District (SCAQMD) permit limits. Several commissioners said they were not comfortable approving the specific plan without conceptual elevations showing the south and west elevations and clearer assurances about what level of future changes could be approved administratively.

Forest Lawn volunteered two changes: first, to add conceptual elevations reflecting the southern and western perimeter treatment to the specific-plan package before it goes to city council; second, to accept a volunteered condition requiring Forest Lawn to coordinate with the city planning director if it proposes an increase to monthly cremations allowed by its existing SCAQMD permits so the city can decide whether additional review or a specific plan amendment should be required.

The commission voted to continue the item to April 15, 2026, to allow staff and the applicant to prepare the conceptual elevations and to bring back information to the commission in advance of council review.
