Monongalia board approves next phase of University High athletic complex with Tarkett Sports

Connor Slagle of Tarkett told the board the feasibility study is complete and the team is moving from conceptual design to pre‑construction work, including survey, geotechnical analysis and permitting. "The feasibility study is done," Slagle said, adding that the current construction focus for phase one is the baseball and softball complex while the full schematic covers future tennis and other amenities.
Superintendent Dr. Campbell told the board the district will match fundraising dollars to support the project. "The board has committed a maximum of $2 million," she said. Slagle said the pre‑construction and permitting phase typically takes "about 90 to 120 days" to produce the documents needed to go to bid and become shovel ready. He also noted required permitting steps such as obtaining an NPDES permit for disturbances over one acre.
Board members pressed for clarity on sequencing and long‑term planning; Slagle said the team will design the entire site now so later phases do not require repeating surveys or permitting. After a brief question period, a motion to enter phase two of the agreement with Tarkett Sports was made, seconded and carried on a voice vote.
The pre‑construction phase will produce full construction documents and permit approvals that the district can use when fundraising and scheduling future construction phases. The board did not adopt final construction contracts or a guaranteed maximum price at this meeting; those steps will follow when design and bidding are complete.
