Menands board updates vacant building registry and authorizes clerk to satisfy civil judgments

Menands — At its March 2 meeting the Village Board amended the local vacant building registry to add an additional parcel (179 Broadway) to the list effective Jan. 1, 2026, and approved a resolution allowing the village clerk to execute and file satisfactions of civil judgments upon receipt of full payments.
Administrators said six properties were already on the registry (transcript spellings vary in a few entries) and asked the board to approve the addition of 179 Broadway. The board moved and seconded the amendment and voted in favor.
On a separate item, staff explained that when the village court closed a set of civil judgments and unpaid fines were filed with the county clerk and that the village had no automated mechanism to clear those judgments without a clerk’s satisfaction document. The board adopted a resolution authorizing Don (staff) and the clerk (Mary Jane) to receive payments, execute satisfactions of judgment, and file the paperwork so records reflect that judgments have been paid. The meeting record does not include an aggregate total for outstanding civil judgments; speakers said the amount is unknown and would require reviewing county filings.
Officials said they had checked with the Office of Court Administration and the clerk’s office to confirm the process. The board’s action enables the village to accept payments and clear satisfied judgments with the county records office.
