Buchanan board adopts 2026–2031 strategic plan focusing on learning, facilities and operations

The Buchanan Community Schools Board of Education on March 16 unanimously adopted a five-year strategic plan that the district says will guide instructional priorities, facility improvements and operational accountability from 2026 through 2031.
The board approved the plan after a detailed presentation by facilitator Rachel Federer and district leaders. Federer, who led an extensive community-driven process of listening sessions and surveys, summed up the year-long effort: “this process has come to an end and it’s been a really wonderful year.” Superintendent Patricia Robinson called the plan “community-driven” and cited its central statements of purpose: “we strive to prepare learners academically to think critically, prioritize well-being, and emerge as respectful citizens who lead with integrity.”
The plan sets out three goal areas: teaching and learning; facilities and infrastructure; and accountability and operations. Director of Educational Services Lacy Payne described measurable targets under the teaching and learning goal, including a district target of a minimum 10% increase in students meeting or exceeding proficiency on district and state assessments by 2031.
On facilities, presenters said the district will use the 2025 facility study to develop a prioritized, annually updated list of capital needs, correct life-safety deficiencies (fire systems, emergency lighting and doors), review accessibility benchmarks and align upgrades with the capital budget. Facilitator Federer emphasized implementation steps the board can expect: forming cross-functional committees, setting a meeting calendar, creating a priority list and using annual reviews and color-coded spreadsheets to track progress over multiple years.
Board members praised the outreach and the plan’s implementation focus. After discussion, the board adopted the plan by roll call vote; every board member present voted yes.

Superintendent Robinson said the plan will be shared with staff at an August all-staff event and circulated to families and local partners.
