Redevelopment commission approves Barnes & Thornberg engagement, Boeing invoice; staff previews EPA and IDEM site tour

On March 10 the Elkhart City Redevelopment Commission approved several administrative items and heard staff updates.
Commissioners approved an engagement agreement with Barnes & Thornberg LLP to provide bond counsel services for the RIFF bond process at a fee not to exceed $30,000 plus expenses, to be paid from bond proceeds. Staff said there was no separate appropriation required because the fee will come from bond proceeds.
The commission also approved payment of a Boeing invoice for current work totaling $18,173.21.
In staff updates, a presenter said the U.S. Environmental Protection Agency and the Indiana Department of Environmental Management (IDEM) will be in town next week and will tour Elkhart City brownfield sites with the mayor and media to showcase remediation and redevelopment projects. Staff also said the city’s roundhouse grant application was received and awards are expected to be announced this spring.
Both the bond counsel engagement and the invoice approval were adopted by voice vote; staff will pursue next steps consistent with the packet and bond-procurement rules.
