Commission approves Second Street pedestrian upgrades: 54 planters and three new bus shelters

Elkhart City Redevelopment Commission approved purchases for pedestrian and transit amenities on Second Street at its March 10 meeting.
Staff explained the Second Street two-way conversion and said the commission previously purchased concrete planters for the west side of Second Street as part of pedestrian improvements. The packet recommended buying trees and perennials for 54 planters and asked the commission to approve purchasing the planter materials from Willowway Nurseries, Inc. for $19,999, funded from allocation area number one, special fund account 4445-5-0-44200. Commissioners moved and approved the purchase by voice vote.
As a separate but related item, staff said the bus transfer station was relocated during redevelopment of the courthouse block and that the existing shelters were in poor condition. Public Works solicited bids through the Board of Public Works and recommended three new lean-to shelters; the commission approved purchase and installation from Premium Concrete Services for up to $25,000 from the same allocation account.
A staff presenter noted, “It’s going to be nice,” describing the planned plantings along Second Street. Both items were approved by voice vote; no public speakers addressed these items during the meeting.
