Elkhart City redevelopment commission awards Park 131 construction contract to Premium Concrete Services

Staff told commissioners that Robert Henry Corporation’s bid omitted required parts of the park scope, and the company was removed from consideration. The commission accepted Premium Concrete Services’ bid of $228,550 and appropriated up to $250,000 from the downtown allocation area to cover the project, with any unused funds to be returned to the appropriate account.
“It looked like they omitted some of the parts of the park that we wanted to keep added in,” a staff presenter said, explaining why the first bid was rejected. Commissioners moved and approved the award by voice vote.
The commission did not identify a mover on the record. Contract documents in the packet list the bid amount and the appropriation; the motion instructed staff to finalize the contract with Premium Concrete Services and return any unused funds to the downtown allocation account.
The contract award is the most substantive construction item approved at the meeting; staff did not announce a start date in the public session. The commission will return remaining administrative details to staff for execution.
