Spalding County approves elections-office renovations, accepts opioid "remnant" settlement and awards $5.5M TSPLOST resurfacing contract

At its March 16 meeting the Spalding County Board of Commissioners approved several administrative items: authorization to design and bid Elections Office renovations, acceptance of an additional "remnant" national opioid settlement, and award of the 2026 TSPLOST resurfacing contract to CW Matthews for $5,496,217.40.

County staff said funds for the Elections Office renovation are available from fund balance and that the county will competitively bid the work with a goal of completing renovations before the November general election. The board approved moving forward with design and bidding work.

The county attorney described a remnant settlement that consolidates claims against a set of smaller defendants in the nationwide opioid litigation, explaining the county should expect periodic payments as the consolidated settlement distributes funds. The board authorized acceptance of that remnant settlement and delegated authority to execute the necessary documents; the motion passed 5-0.

Finally, staff recommended and the commissioners approved the award of the 2026 TSPLOST resurfacing contract to CW Matthews in the amount of $5,496,217.40; staff said the contract will fund approximately 21.58 miles of resurfacing work under the TSPLOST program. The vote on the contract award was unanimous.

All three actions were procedural approvals to move projects forward and accept settlement funds; the board discussed forming or assigning a committee and procedures to consider how opioid-settlement funds will be allocated and recommended that grant administration processes be used to vet recovery and prevention partners.
