The Weston Board of Education voted 6'1 on March 16 to accept proposed adjustments to the fiscal 2027 operating and capital budgets after an extended discussion about funding sources and schedule risk.
Business manager Phil summarized operating adjustments that produced roughly $100,000 in offsets, including a lower-than'expected health insurance renewal (12.5% vs. 15%), a slightly lower retirement contribution rate (16.82% vs. 17.2%), modest salary-line reductions for bus aides and homebound tutors, and a small draw of $28,000 from the district's non'lapsing account to cover one-time items (early retirement payment, instrument replacements and textbooks). Phil told the board the non'lapsing account balance is currently about $211,000 and that unlquidated encumbrances in FY25 will likely replenish part of that balance.
On capital, the district's April request was trimmed after the board of selectmen recommended funding the North House HVAC project (roughly $2.4 million) from the town's unassigned fund balance and asked the district to defer a roof project and some purchases; the revised capital request to the town was approximately $1.275 million. Board members discussed the timing and risk of moving the HVAC out of the regular capital plan and noted that a special town meeting may be required because of the town's 2% cap on certain appropriations.
A board member who voted no urged the board and community to be mindful that deferring capital can create a longer "catch-up" period of larger requests. After debate, the board approved the adjustments and the item will be forwarded to the board of finance for final consideration.
