Planning staff updated the commission on several incoming applications and regional planning work. Separately, a larger preliminary plat on North Babs Avenue would create 46 lots; staff reported the submittal was flagged by the state historic reviewer for potential cultural and historical significance and that portions of the land fall within a floodplain, triggering additional review and conditions.
Staff told the commission the city is working with Benton County and neighboring Tri‑Cities jurisdictions on urban growth boundary (UGA) policy, an upcoming housing study and a capital facilities plan to demonstrate the city can provide water, sewer and roads to lands included in the UGA. Staff said May is a key internal date for UGA work, and county approval will be required for any boundary changes.
Commissioners asked procedural and technical questions and staff said more research and planning grant work are underway; no formal action was taken on these items at the meeting.
