Council approves funding, contracts and ordinances including $758,126 Terry First contract and PFC application

The Pocatello City Council approved a package of administrative and capital actions including an airport passenger-facility charge application, several lease and service agreements, grant-policy revisions, targeted project funding and the award of an engineering contract for the Terry First Connection.
Airport funding and leases: Allan Evans, airport manager, asked the council to authorize submission of Passenger Facility Charge (PFC) application #11 to the FAA seeking authority to collect up to $1,472,931 to help match capital grants identified in the airport’s capital improvement plan. The council authorized the city to submit the application and directed the mayor to sign required documents.
The council also approved a renewal service-and-support agreement with Prodisc for the airport’s Part 139 module (annual cost $4,818) and approved a lease with Teton Leasing for approximately 86 acres for storage and operational purposes; council adopted an amendment to Greyside Properties’ hangar lease to adjust the land rate to $0.30 per square foot and to permit subleasing consistent with airport rules.
Contracts and project funding: Christine, the city’s grants manager, summarized revisions to the Grant Policy and Procedures Manual meant to update regulatory citations, expand the definition of "grant," add a grants division and clarify roles and record-retention across the grant life cycle; council adopted the revisions.
The council approved an additional-services request of $46,000 to rework final design for the Centennial Rainey Levy Setback Project after staff discovered a new 20-inch city water line in the design footprint. Christine said the WaterSMART grant plus ARPA match totals roughly $2.15 million for this portion of the project, with about $1.8 million still available for final design and construction.
Terry First Connection: Council awarded the Terry First Connection engineering design and construction-services contract to Consour North America Inc. for $758,126. Christine reviewed the grant history: the project previously had an $8.5 million Department of Transportation award but most of that funding was rescinded; the remaining federal grant agreement allows completion of the initial design phase and the $758,126 is tied to this project and cannot be repurposed.
Ordinances: The council approved Ordinance 20A (amendments to utility-billing provisions in Title 13 to clarify billing procedures) and Ordinance 20B (repealing specified daycare and children group treatment center sections from Title 15) by title and roll call vote.
Other routine items approved in the meeting included a use agreement for Decadence LLC to offer skateboarding instruction, a piggyback equipment lease for a cemetery mini excavator, and an admission-fee reduction for the Idaho International Choral Festival.
What’s next: Several approvals are subject to legal review and staff follow-up. The airport PFC application will be reviewed by the FAA; contract awards proceed to execution subject to department and legal review.
