Woodford County's budget committee on Monday recommended the county enter a state grant agreement to lower local costs for an Emergency Watershed Protection (buyout) program and approved several routine administrative items, including a Microsoft licensing renewal and a CivicPlus website upgrade.
Director Chandler said the state awarded the county approximately $2,761,744 toward the buyout program and that the USDA will fund roughly 75% of the underlying federal program; with the state match the county's net responsibility would be about 5% of the project cost. He recommended entering the grant agreement, subject to review, to reduce the county's net match obligation.
Chandler also described a routine three‑year renewal for Microsoft licensing procured through a state price contract (Insight/Finance Cabinet) with a modest price increase and additional licenses to reflect more staff using .gov addresses; he recommended renewing rather than switching platforms because the alternative would be more disruptive than the price rise.
The clerk presented a CivicPlus agenda-and-minutes management proposal to centralize agendas, minutes and supporting documents on the county website and to add video timestamps for agenda items, increasing transparency and reducing staff workflow burdens. The committee voted to recommend the CivicPlus upgrade to the full fiscal court.
