Town staff described a multi‑round recruitment process that produced several certified applicants and said a panel of staff and councilors recommended Plamer. In introducing him, the town manager said Plamer brings nearly a decade of municipal code‑enforcement experience, plumbing and shoreland/floodplain certification and a record of moving permitting processes online.
Plamer told the council he spent 14 years teaching before moving into code enforcement and has worked previously in Mechanic Falls, Durham and Wales. He said he prefers to pursue voluntary compliance where possible while reserving enforcement where necessary.
"I like voluntary compliance. That's what I like," Plamer said in his comments to the council.
Councilors praised his interview style and experience — including shoreland and floodplain matters — and voted unanimously to confirm the appointment. The council requested staff finalize hiring paperwork and orientation details; Plamer said he will continue a limited commitment to a neighboring town on Fridays to ensure an orderly transition.
Next steps: the town manager and HR staff will complete paperwork and onboarding before Plamer’s announced start date.
