Council requires annual renewals for all cannabis permits, adopts renewal fee but delays implementation

The City Council on May 6 approved changes to local cannabis regulatory rules that will require annual regulatory renewals for retail dispensaries and other cannabis facilities and adopted a user‑fee structure to support those annual reviews, while suspending implementation pending potential state action.
Staff explained that March 2024 revisions had exempted retail facilities from annual renewals while cultivation and manufacturing were placed on an annual cycle. With the retail tax rate reduced by council in April 2025, staff proposed repealing Municipal Code section 5.50.195 so retail facilities must renew annually like other facility types. Andrew Nielson and Miss Newsome presented the ordinance and answered council questions.
During the public hearing, business operators and residents asked what the change would mean in practice. Staff said annual renewals enable the city to require updated ownership, floor plans and compliance documents and to perform audits and oversight that had not occurred under the prior one‑time permit regime.
A separate staff report presented a nexus study recommending a $5,794 annual cannabis retail regulatory permit renewal fee to recover staff and contract costs. Councilmembers debated timing because the state legislature may be considering changes to cannabis retail tax rates; several members proposed adopting the fee but suspending its implementation until the state budget action is clear.
Council approved the repeal ordinance on first reading unanimously and voted to adopt the renewal fee while amending the action to delay implementation pending the state budget decision. The motion to suspend implementation passed with one dissenting vote recorded on the implementation suspension.
