Staff reports: Alameda sidewalk pilot shows high compliance; point-in-time count set for Jan. 22

In staff communications during the Jan. 14 meeting, city staff reported that the city council renewed the sidewalk-repair pilot for another year and described a high owner-compliance rate: staff said almost 70% of property owners completed required repairs after notification, compared with a cited Oakland program reporting under 30% compliance.

Staff also reminded commissioners that the annual point-in-time count of unsheltered homelessness is scheduled for Jan. 22 and typically begins early in the morning (staff said the local effort starts at about 5 a.m.). The staff announcement included a request for volunteers to participate in outreach and to help distribute care bags; staff also noted a concurrent donation drive run by a local youth advisory group with a QR code for donation items such as socks and toiletries.

Other staff and commissioner discussion during the meeting included a recurring complaint about misuse of accessible parking spaces in certain Alameda locations; staff advised that city traffic enforcement or police may respond to violations on public property, while enforcement on private property can require coordination with private management. Commissioners indicated interest in exploring enforcement options and whether existing reporting tools (e.g., SeeClickFix) are effective for real-time response.

Commissioners also expressed interest in inviting ARPD to present on inclusive recreation programming and in further follow-up on accessible-transportation presentations previously provided to the commission.
