The Muhlenberg County Board elected Preston Browning as the district treasurer effective immediately and approved officers for the district's finance corporation in a pair of voice votes.
Board leaders moved quickly through two brief special meetings at the start of the session to finalize Browning's appointment and to name Stephanie Rager president, Logan Porter vice president, Contessa secretary and Preston Browning treasurer of the finance corporation.
In the regular meeting that followed, the treasurer presented the monthly financial report, calling attention to one-time variations. "If you take in the bond revenue was 4,250,000, so you subtract that and you're right on track where it normally would be," the treasurer said, explaining that last February's higher balance reflected a bond issuance rather than ongoing operating revenue. The report described interfund transfers from fund two to fund one to cover grant timing and showed the general fund comprised roughly 83% seed funding, 11% taxes and 4% interest in February.
The board approved the treasurer's report and a motion to pay bills and salaries. The meeting packet cited total bills of about $391,000 across funds, with roughly $331,000 from the general fund.
On personnel costs, the board approved the 2026-27 salary schedule, which applies a 2% increase for certified and monthly classified staff and a $1 hourly raise for classified hourly employees. The board also renewed student accident insurance for FY27 (carrier listed as Harford) at approximately $39,121.75, a decrease of about $15,000 from the prior year.
All votes recorded on these items were taken by voice; no roll-call tallies were recorded in the transcript. The board adjourned the meeting after approving routine consent items.
