County approves emergency repair of water-treatment pump and related utility agreements

Columbia County staff told the Community and Emergency Services Committee they authorized emergency repairs to a vertical turbine backwash pump at the county’s water treatment plant after the pump failed and left the system without a backup for filter cleaning. The repair cost is $71,395 and will be paid from the water treatment plant line item; staff recommended approval.
Staff also presented an encroachment agreement with Atlanta Gas and Light for the Uchi Creek Harlem interceptor sewer project. The new sewer line crosses a gas main and Atlanta Gas and Light required an encroachment agreement specifying equipment and crossing methods; staff said legal staff reviewed the agreement and recommended approval.
Finally, staff presented a follow-up agreement with Jefferson Electric to use that company’s infrastructure for automatic meter reading equipment. The fee is 50 cents per customer; with about 170 customers currently using the service the estimated cost is roughly $1,020, payable from the water utility administrative line item. County staff said the prior arrangement saved about $96,000 and recommended approval of the follow-up terms.
All items were included in the consent agenda and approved by voice vote; no roll-call tallies are available in the public transcript. Staff offered a public update later in the meeting that the UV water treatment project has been completed and is in operation at the plants.
